Nearly 40 organizations signed an open letter demanding Google reverse its upcoming Android developer verification program, which will require all developers to centrally register, pay fees, provide government ID, submit signing keys, and list all app identifiers — even if they don’t use the Play Store.
Despite claims that Google “backed down,” the policy still states that starting in 2026, only apps from verified developers can be installed on certified Android devices, effectively blocking sideloading and alternative app stores like F-Droid.
The promised “advanced flow” allowing experienced users to bypass verification appears unlikely to be available before enforcement, and no external feedback was meaningfully sought, according to F-Droid.
Critics argue this is not about security (since Play Protect already scans apps) but instead creates a centralized censorship choke point, strengthens Google’s control over app distribution, and undermines open-source and independent developers.
The coalition urges resistance: developers should refuse registration, users should adopt alternative app stores, spread awareness, contact regulators, and support initiatives like KeepAndroidOpen before the September 2026 enforcement deadline.
